Geleon were engaged by Harrison Infrastructure Group to undertake cost estimating activities for this project which involved the preparation of a Business Case to provide new overtaking lanes on the Dawson Highway at Mount Alma. The project was being completed for the Department of Transport and Main Roads (TMR), with the Dawson Highway being a key tourism and freight route that runs from the Port of Gladstone through to Springsure, while also providing links to many regional towns in the area.

Prepared in accordance with TMR’s Project Cost Estimating Manual, a P50 / P90 Total Project Cost Estimate and associated report were prepared using a combination of unit rates and first principles estimating techniques that determined Construction Contractor's Costs, Principal's Costs, considered Planned and Unplanned Risks, Escalation and utilised @Risk software to perform a Monte Carlo simulation to ascertain the Total Project Cost at 50 and 90-percentile likelihoods.

Estimated costs were then separated into Capex and Opex cost elements in accordance with Section 8 - Work Breakdown Summaries of the Transport Infrastructure Cost Classification Guide for Recording Expenditure - Implementation Guide for the TMR Infrastructure Asset Accounting Policy and Cost Breakdown Structures.
